New bin measures proving effective in Hexthorpe

Instances of fly tipping complaints have decreased in Hexthorpe since new measures have been introduced to the area asking residents not to leave their bins on streets and in alleyways after collection days.

 

The Public Spaces Protection Order (PSPO), which had been in place since 2015, was renewed but with an additional requirement surrounding the presentation of wheelie bins.

Cllr Glyn Jones said: “Waste accumulation, particularly in narrow alleyways, had notoriously been a problem in Hexthorpe. The aim of this requirement is to deal with the anti-social behaviour associated with wheelie bins being left out on the highway for unreasonable periods of time.

“We had just 8 bins left out following the latest collection day, which is a dramatic reduction on previous years and just goes to show the early success since the PSPO was amended. The PSPO sought compliance from residents but it was up to us as an authority to provide advice, speak to people and try and educate them.

“Only after those options have been exhausted will enforcement action be considered, but thankfully that hasn’t been needed too often.”

Joint visits with our Communities and Waste and Recycling colleagues are still being carried out to continue to press home the importance of keeping the streets of Hexthorpe clean and tidy.

Enforcement Officers have been visiting addresses with bin and waste issues to engage, educate and enforce, if required. Nearly all of the residents engage and comply with the requirement, with decrease in the number of bins being left out past the relevant timeframes.

However, where repeat addresses are noted for continuing to leave containers outside of their properties, and following the required engagement steps warning letters will be issued, and further legal action taken.
